Abstract: The world energy market has gone through a cycle of falling oil prices. The trend towards the depletion of European endogenous sources, the unstable growth of the unconventional industry in the US and the changes in the middle east in which Russia plays a decisive role, pose new challenges to European energy security, demanding to diversify its suppliers. Through an analysis of the main macroeconomic and geopolitical factors, which highlights the main trends in the energy market, economically, technologically, infrastructurally and geopolitically, the aim is to formulate hypotheses about future configurations of European energy security.

Abstract: Energy is vital in the daily life of human society. Since the 1960s, Russia has been exporting oil and natural gas to its European partners. The value of these trade relations, as a result of the weight of energy in the European economy, prompted the European Union to set up a discussion forum in this area, the Energy Dialogue, in October 2000. Its contribution to the coordination of positions, and the defense of the common interest has made the Energy Dialogue as a promoter of European energy security and Russian reliability of supply. However, events in Ukraine in 2014 have led to the suspension of bilateral relations between the European Union and Russia to date. These episodes, tied to the history of natural gas disruptions in Eastern Europe, have fueled the European Union's desire to diversify its energy supply, where the Atlantic basin may represent a promising alternative in the long run.

Abstract: This publication reproduces presentations made at a workshop hosted by the Portuguese National Defense Institute (IDN), under the framework of the project Geo4GER – Geopolitics of Gas and the Future of Euro-Russian Relations. Given the complexity of the vectors to consider in the analyses of this complex issue, the editors invited specialists to treat, in a rigorous and synthetic way, some of the aspects which they believe to represent the basic points the project aims to develop. These authors, with very different origins, experiences and academic backgrounds, brought greater diversity and richness to the “ways of seeing” this reality. In a context of rapid changes, we believe their contribution will assure greater and more informed information about one major challenge in the coming decades, that energy security and Euro-Russian relations will bring to European societies, namely in what refers to natural gas.

Abstract: The European Union (EU) is one of the biggest energy consumers in the world and imports more than half of all the energy it consumes. The EU is heavily reliant on a reduced number of energy suppliers, particularly oil and natural gas, and some countries rely entirely on the Russia Federation for their natural gas. The EU needs to continue developing short-term and long-term strategies to improve European energy security and to deal with the main challenges to security of supply.

Abstract: EU is trying to reduce its dependence of fossil energies, assure alternative energy sources and increase its energy security. It leads a global energy transition, which involves a considerable change in consumption/production profiles, energy market, transit and security supply. Portugal has been pointed as a good case of European politics: since 2006 it reduced 12% of its external dependence by increasing renewable energies (+35%), and quadrupled electricity production from renewable energy sources. In a global insecure context it can became a strategic country in energy issues.

Abstract: The organizational structure of EU-Russia Energy Dialogue: An effective architecture? Energy is one of the main components of bilateral relations between the European Union and Russia. Since the 1960s, Russia, then the Soviet Union, has signed the first long-term contracts for the supply of gas with European countries. This strictly commercial relationship has highlighted the importance of trade in energy resources for the Russian and European economies, culminating in the institutionalization of energy cooperation with the creation of the EU-Russia Energy Dialogue in 2000. The Energy Dialogue has become the main arena for discussion on energy issues until the suspension of bilateral relations by the EU, after the annexation of Crimea by Russia in 2014. This article describes the activity developed by the Energy Dialogue throughout the 14 years of its activity, seeking to analyze the effectiveness of the organizational structure vis-à-vis the work developed and objectives established.

"Energy securirty and national defense - the case of Portugal."

Abstract: Energy security is currently a very important element in national and foreign policy of States. There is a growing awareness of the importance of energy resources and, consequently, a greater concern of States to ensure their energy security and their national security. Portugal is no exception. The energy scenario in Portugal is characterized by a strong external dependence on fossil fuels. A dependence that the Strategic Concept of National Defense characterizes as an important vulnerability that needs to be addressed through a set of strategies and measures.This article aims to analyze the strategies developed by Portugal in order to guarantee and increase energy security, as well as to understand the importance of energy security to national security.
